Born in London he was the son of the successful landscape painter Alfred Powell. In 1919 Joseph Arthur married and moved to live at Todhurst, Plaistow near Billingshurst. Having tudied under his father he too became a successful landscape watercolourist and is best known for his delightful studies of Surrey and Sussex, in particular he worked near his home at Plaistow, on the Sussex Downs and the area around Rye where his parents had retired in later life.
