Pegram was born in London and was an illustrator and painter of portraits, figure subjects and landscapes. Having studied at Westminster School of Art under Fred Brown and spent some time in Paris he joined the staff of The Queen and later The Pall Mall magazines. He became a prolific illustrator of magazines and books, producing high quality pen and ink work. He lived in London and later Chichester, Sussex. During the First World War he served as a Special Constable at Buckingham Palace. He exhibited at the Royal Academy, Royal Institute of Painters in Painters in Water Colours and elsewhere. His work is in the collection of the Victoria & Albert Museum.
